This update is mainly a fix for the streetlight offset. While I did revert the times back to V1100 I adjusted them slightly so the the sun will be close to horizon before they turn on or off. Other fixes include:

-Lightened overcast/rainy cubemaps
-Lightened twilight sky and brightened moon light.
-Auto exposure adjustments for all times of day.
